Are they making any progress in this department? When it comes to arma 3 that was my biggest complaint after shoddy netcode and performance. Watching videos it's hard to tell if spatial sounds are better, though it does seem that the actual sound effects are...slightly...better.

Yes, one of the few improvements over Arma 3 are the sounds, but like you said, it's only a slight improvement.

If you don't like "shoddy netcode", then you'll want to give this game a pass.
