If you have not selected any of the filters regarding population options (none, full, near full etc.) one would expect that you would see all servers ranging from full to empty but it seems that there is a maximum amount of servers the list shows you and it starts with most populated thus you won't see all servers.
This would explain why you see a lot of post on different forums saying things like "All servers are full". And now I understand why they say this. Cos they can't actually see all servers because of the wonky filter mechanics and just see the full ones.
By just selecting e.g. filter option "population: none" servers you get a whole new server list with those empty servers only.
At least it seems to work like above to me with PS5. And I am not sure if it works all the time like this. Could be a bug as well.
