They are alright, but they have basically been designed as 'rear guard' to slow down human enemies rather than to actually defeat them.
You can lead a squad of AI around all be it with very basic commands, follow, defend, regroup ect ect. but that's all you can lead, no high command, no splitting your squad into fire teams, no coordinating with AI squads.
There is also no eden editor, so sadly, no mission creator.
There is a 'Games Master' sandbox mode which is basically Arma 3's Zeus mode that you can play alone and while you can't make missions you can make very crude mock battles.
There is a PvP game mode called conquest, if you play this alone you will not have an opposition team that is trying to win, the other team will be empty, there is an 3rd entirely AI 'Faction' in the game but they are not really a 'faction', they are a guerrilla force that just serve to get in the way basically. You can play this alone but it's not really designed for it at all.
There is a PvE game mode called combat operations, you can play this alone, it's quiet fun. It's a little like Dynamic Recon Operations if you are familiar with the mod from 3.
There is a bootcamp which is entirely single player, has voice acting and a little bit of story, but you never shoot any enemy troops in it, I only mention it as a technicality really.
And then yeah, games master where you can set up your own firefights and jump into it.
That just about covers it really, you can play it alone, it can be fun, but I'd say the truth is it's not really meant to be played alone and that is likely to never change during Reforger's lifetime.
