It could be your internet provider. That was the problem with me. The last few years some internet providers have switched to something called CGNAT where... I really don't know how to describe this in English.. but I will try..
Because there are few IPv4 adresses available, some internet providers let customer share IP adresses at their network, but then route specific traffic to your home with another internal IP that you get from your provider...ehhh got that? Anyway, what it means is that there are actually no direct end to end communication between your PC and whatever it is connected to on the internet.
This happenede to me just before christmas. I got an email from my internet provider saying that they were changing their system because of lack of IPv4 internet adresses in the world, so they were changing to a system which involved CGNAT. They said in the email for most customers this would not cause any harm. But some gamers would find problems in some games. If that was a problem, the customer should call them. I thought it wouldn't be a problem. And in Call of Duty... no problem. But in Arma Reforger - same problem as discussed in this thread.
So I called them, said what the problem was. And then they said "Ok, We will fix it". And then I was back at my original system where my home IP was unique from everone elses, and I had direct connection to the intenett without routing all my traffic through my providers network servers. Arma works perfect now, and I can also now host games.
