How much the whole game & mods will be in size depends on what you're looking for server-wise.
If you want server that offers fresh content, maps, weapons, vehicles, etc., You're looking at many Gbs of mods being updated 2 to 4 times per year on top of the base game updates.
If you're okay with servers that only runs functionality mods (mostly coding & UI changes), you're looking at only 100 or 200 Mb of update per year at most on top of base game updates.
There's no general rules when it comes to which mods a server will require or not as a server that barely needs any mods might, suddenly, require its players to get 2Gb of files from a new mod package released somewhere. (The most common kind of such mods are vehicles and weapons mods because more quality options is always better.)
As for the base game updates, it's kinda hard to know how much the game will be updated since the game is a in-between 2 projects that could, at a later date, be worked on... or not.
