Let me show you how it's done:
It doesn't have to be the Cold War era specifically, while it is indeed a good guess and the most likely. All they're saying is that they will reuse the assets and the historical context.
Since Arma 3 is in the future, Arma 4 could just as well be today, since we still see use of Cold War equipment during the current wars. After all, it wasn't that long ago.
So, Arma 4 will most likely either be the Cold War era, mimic today or anywhere in between.
Do you see how difficult it is for BI to make this small scale Arma game, how are they going to make something much better, and do it in just 2-3 years?
It's pretty safe to assume that Arma 4 is just going to be reforger with a little more content, and a few new features.
Anyone expecting much more than that, well, they are setting themselves up for disappointment.
