The workshop is in game. Any mod that is created will be handled through the in game workshop, thus allowing PC users to create the mods, and console users to download and run them

There is no steam workshop, but there is a workshop system in place that is cross plat with console and PC.

Download the Arma Reforger tools on steam, If you own Arma Reforger, you can find the Arma Reforger tools in your library if you have tools enabled in your library filters.
