It's still locked in the recipe book. I tried to mix 30A 62C 30E and game turns it into a common fire tonic. Thanks for the help but it seems I'll have to skip the request after all
In game lore your character knows the recipe for all potions, but it is illegal to brew a potion without a liscense. I frequently recieve special requests to brew potions that I dont have a liscense to make. If intentional it is a bad game mechanic but IRL it makes sense for customers to show up asking for products a store does not sell.
