If you compare RX 470 and Vega 8 on any benchmark site you'll see that your card is significantly worse and I'm pretty sure it just can't handle 'Double Exposure', especially considering how awful the optimization of this game is. I have really decent PC and I'm able to comfortably play 'Cyberpunk 2077' or 'Elden Ring' on it while with 'Double Exposure' I was dealing with constant FPS drops and all kind of stuttering issues on LOWEST setting possible. And if you take a look at the forums here you'll see ton of threads from people having issues with running this game even on new RTX's, so I think it's safe to say you'll just waste money and time trying to run it on your specs.
I figured I could never run Elden Ring or Cyberpunk, maybe I'll look into those
Don't worry though as unfortunately in my opinion this game completely sucks. Have you played all the previous games from the series? 'Cause there are INFINITELY better than 'Double Exposure'.
I love the first two, and I enjoyed LiS 2 and what little I played of True Colors. I might take a look at picking those up on here

In all seriousness though, all I can suggest you right now is playing 'True Colors'. IMHO it's great and I'm pretty sure you'll enjoy it if you liked first game and 'BTS' so much.
As for 'Double Exposure' I had really high expectations and was really happy to see Max as the main character one more time, but as it turned out I did not like the game at all (for many reasons and massive decline in quality of writing being one of them), but maybe it'd be different in your case.

It looks awful, but it seems to be somewhat playable. Maybe I'll have to take back what I said at my first post, so I started wondering - which version of Vega 8 you have?
I'm not sure exactly what chip I have, it's in a laptop built in 2020. It just says AMD Radeon Vega 8 Graphics. I can play Skyrim and Fallout 4 pretty well on the lowest settings, but still have low fps and stuttering sometimes. It plays old Resident Evil titles and the old Fallout and Elder Scrolls games perfectly.
Hopefully, in 3 or 4 years I can afford a really nice desktop. It'd be cool to play the LiS games, the Fallouts, at max settings and some newer games too
I'm definitely gonna check out True Colors again, I remember it being cool to see Steph. I'd like to finish LiS: 2 as well. For some reason, my xbox was saying I didn't own episode 5 even though I payed for the full game
(And the voice acting in 'Double Exposure' is one of the very few things that are really well done).
I asked about your Vega card, 'cause there are some differences between available versions of them, but the game would still look just like in the video I linked yesterday, so I guess it's up to you if it's worth giving a shot or not.
I am below minimum requirements for Cyberpunk but I got that running stable and looking rather beautiful, only the occasional stutter and texture issue.
I have above minimum but below recommend for LiSDE and it had performance and texture issues all they way through even in the initial menu has crazy texture load in issues.
