Are you utilizing the notes for the reverend? Getting emf and temps before going after him? Also, have you released any other ghosts? You can use other ghosts to boost the overall activity. So say it's easy for you to find someone in the mausoleum... you can use the other ghosts to help boost the activity of someone who is being quiet. You don't necessarily have to get emf and temps off of the ghost you're looking for audio wise. Check outside between the church and the house, he can appear there quite frequently as he walks from the two doors nearest the church on the house to the back door of the church.
For the ghosts in the crypts, you have to utilize the wiki article for notes to boost their activity. Red Eyes and the boy have no actual archive notes, White Lady does have a note though. You can find things in the wiki to boost them in the wiki.
You want to pick notes that you think are speaking about the ghost you want. Pick the ones that talk about seeing visuals if you're looking to take a picture of someone. You want to pick more notes about hearing if you want audio.
if you haven't already grabbed the para mic for audio it is the best way to get evp audio. The recorder is only needed for call/response evps (for the ghosts that respond to the questions... not all ghosts will respond to questions). The auto cam is great for getting pictures as well. I've left it in different spots and went off to investigate to come back to seeing the ghost I'd been waiting for on it.
The church is your first challenge mode map as it's one of the two largest maps in the game. It's not an easy map. Take it slow, take breaks, if things are quiet after 20-30 minutes go back and try different combinations of notes from the e-mail, archives and wiki. Whatever evidence you get, you'll at least get credit for them even if you don't go total perfect game every time and that gets you a step closer to getting more tools if you haven't already got them.
Also I find it much easier to get audio and visuals after I get all the emf and temps and you don't necessarily need to get it from the ghost you're targeting. They're all there, all the time... personally I find it helpful to leave everyone in place before releasing so I can use them for emf and temps. Your notes determine who's going to be more active.
I'd like to follow up this discussion about the "ghost never appears" issue, I'll explain:
I have around 55 to 60 hours into this game and I guess I pretty much learned everything about the concept of forcing a ghost to make more activities to optimise audios and pictures but right now I'm facing something much more complicated and I really can't tell whether it's a bug or I'm being unlucky. It's on Jefferson Street, I released Kathy Dafoe and the Ghost on Fire is almost completed I just need to exorcise him. But the main problem I'm facing is Rhonda the shadow, I luckily managed to take a picture of her once when I was supposed to search for Kathy Dafoe but since I finished the job with Kathy Dafoe and released her I focused next to Rhonda the shadow. I've been desperately looking for another appearance from her to get her last voiceline to record and I think I've been looking for her for about 7 hours (not in a row but with several sessions) and without success it's impossible to see her again.
This is desperately frustrating and that makes me wonder if that really is due to some kind of bug on my account because to help myself I watched some streamers playing Jefferson Street and been focusing on Rhonda the shadow and I realised that she shows herself around all 10-20 minutes for them while on my part I looked for her for 2 hours in a row and didn't appear once.
So to put it all my questions are: What should I do to make her appear? Are there some kind of tips to force her to appear? (Other than completing EMF readings, Temperature readings and her 6 voicelines she never ceases to repeat when I catch her on my microphone.)

It sounds like you maybe missing the notes. Keep in mind she's not always in the house as well. She wanders into the back yard where she was playing with the demonic summoning. It's best to always investigate them in the different areas that they're visiting as some of these ghosts will only say some of their lines in a specific location.
You could hit the discord "spoiler" section for more advice and to help narrow down if you're actually experiencing a bug or just bad luck. There are plenty of people who will be happy to help on there. Or you can also check the guides on here by Eir Lorien. They're probably the most accurate and up to date.
My last little tidbit of advice is from my experience (I was a tester and have nearly 300 hours in between testing and the full game release version) it really seems best to worry about the relic and release for them after you get all your other evidence rather than letting them go one at a time. I know it may seem counter-productive, but I've had my best luck this way. Leaving them all in place means I can always boost everyone. So if someone is super quiet, I can take a couple notes on others... get some audio from someone else and it will help make the one I want more active. I usually take 4 on the one I want and 2 on the ones I've "completed". That's how I've had my best luck in getting audio and visuals for the quiet ones.
The downside is that I have to go back and do the release for each one individually... since you can only get xp for them one time at release... but I only go in for the release. I don't have to worry about the evidence because I've got it already. If you've already released someone you can always take the relic back and reload the map and the ghosts will return. You only get the bonus xp once for release though.
Also get that autocam. It's a godsend and will help with shy ghosts and pictures.
BTW who were you after? The first house is a tutorial house so it's a bit easier than the next. The church will be your first big location and is more of a challenge.
Thank you very much for your advices, I did what you told me to do about taking back Kathy's relic from my office to put it back to Jefferson Street and reload the map in order to make Kathy back to activities again. It is really helpful indeed to boost other ghost activities and especially for Rhonda.
However, I've spent 2 hours and a half and unfortunately the problem is still the same, none of Kathy or Rhonda have shown themselves (3 if we're counting the Ghost on Fire in the basement which doesn't show himself or doesn't make voicelines anymore as well), same thing about the fact that I didn't hear a single footstep either. My autocam was placed at the most strategic position, it's at the front door where it can take flashes for both the entire living room and the green room at the same time, while me I'm mostly wandering around the kitchen and outside where there is the picnic table and inside the garage.
About the notes I double checked and I indeed didn't forget anything so now I'm officially convinced that this truly is a bug I'm experiencing into my account and not a series of bad luck.
Still thank you again for your help and I joined the Discord server so I could eventually ask if there are other players who ever have experienced that kind of issue as well.
Sorry to hear you're still having some problems with her. I know the dev has decided to tweak a few of the more challenging ghosts to help address some of this. Hopefully Rhonda will be among them.
Hopefully someone on the discord can assist as well. We've got a pretty great group of regulars on there. I'm sure someone will have some more suggestions to try.
