Cannons can only oneshot giants in campaign after a few bonus hit upgrades, in MP it´s dealing 6 wounds at most and Giants pack 8. Still it´s dang effective
Generally, cannon is better for anything with more than a single wound (monsters, cavalry and artillery) as it hits automatically, has a high strength and does 2 wounds per point of damage.
Mortars/stonethrowers do more hits but only 1 wound per hit and at a lower strength so are better at infantry (particularly heavy infantry).
After a few upgrades though, both are good against literally everything. I strongly suspect that they will be nerfed, probably by limiting or removing the extra free hits that they can get.
Re-rolling 1 is not a terrible upgrade but I would always prioritise extra attacks and you can get the re-roll from other sources like the Dwarf engineer.
