Drake scale and RNG

What I didn't understand about the rng system is: if I rest 14 days, fight the drake, fail to find the scale, return to town, rest 14 days, fight the drake the same way as before, fail to find the scale etc. sooner or later I'll find it

If it helps, I'd figured out an RNG manip for getting that boss's conditional drop that involves only a medic in your party.
