Not all branch managers reach rank 9?

I have Itsuki trained to level 15 which is super expensive...and she is still only manager rank 7. Meanwhile Drae is only level 8 and counts as manager rank 8.

Are not all branch managers able to reach rank 9 ingredients?

The rank of the branch and which meat it can use depends on the cooking skill of the manager.
It seems like you need ~450 to reach rank 9

Oh, that is a crying shame that Itsuki is just a mere 12 points away from 450 cooking at level 20.

Well, she can still spam Tropical Fish Sushi and that is no doubt good enough lol
