Hi dev thanks for your reply but seems like I can't submit the request via the link you send me , the submit request just direct me into steam page again , i don't know what's wrong , can I email the file instead ?

Found the solution, for me at least. Need to call Duff and he'll have a prompt about the sea people and needing new material. That started off the quest chain to officially open the shop
