Harvest up on garden

I'm trying to maximize the garden.

I use harvest up fertilizer in the morning, dove, and when I come back up a bunch of wheat is ready which says "2 or more" as the quantity to get. I assume 2 is the minimum you can ever get even without harvest up.

Every single one gave exactly 2 even with the harvest up

Is this because my nutrients dipped into the yellow? It was green in the morning but I didn't expect to get so few.
