I just started chapter III and I still do not have the opportunity to unlock the vegetable Fram...

you should unlock the vegetable farm if you continue with the VIP customers. one of them wants veggie sushie.

You're on the correct chapter and now you should be soon expecting a special guest with a request that should unlock the farm!

A customer will come soon that helps you with that. And the ''events'' will come around again. If you missed something this time, it will cycle back again once all of them are finished. So please don't worry, you will have more chances. :-)

Thank you, I just had the farm. I find it really stupid that developers
program events at a certain time of the game, while the progression of the game does not allow to succeed....
