Does Tuna multiply in the fish farm?

Tuna does, but unless it's changed in the recent patch fish farmed tuna will only provide the basic first tier of tuna meat (akami?). It won't provide chutoro or ootoro.

man, i must really be unlucky. I've had 2 of each type sitting there since the first event and I'm coming up on the second rotation with 0 new offspring

If you want more, have more than 2 in the farm, they should breed faster/more often.

Bigger fish breed slower, but like daredeviler said you can increase the rate by maintaining higher pops.
