How do I open a branch restaurant?

I can't find how to do it online except that it should happen as I do the story. Well, I finished the story and I still don't have any pop up or option to do it or anything to open it. What am I missing? How can I get the second restaurant?

I've done quite a few of them. I'm on the one where the actress/food critic from Bancho's past and an italian chef are the challengers. I've done all of the challenges/vip guests directly on time but I also might have been a bit fast in completing the story? I basically would always overfill my pockets, maxed out my fav gun/the harpoon asap, and utilized the infinite oxygen at the sea people village to get as many missions done in one dive as possible. Thinking about it now, I might have slightly min/maxed the game without trying to lol

I would argue that the reply saying "Have you played the cheff challenges?" immediately following with "A bit more of patience ;)" pretty obviously answers the question.

I know this is an old thread, but I just wanted to point out that if you bum rush all of the main quests at earliest opportunity, then you don't actually gain access to the Branch until a few days after the completion of the main story. Which is pretty weird. But probably something most first-timers won't run into.
