Confused about mortar

I've made bait paste stuff using the mortar at Bancho's but I don't see it anywhere in my inventory. I also haven't found any way to make it on the boat. Any help with this would be much appreciated.

It is in your inventory but you will only see it when laying a crab trap, it will be amongst the options for putting bait in the trap.
