Since no other players have answered I guess the fastest way to find out is if you start the game again.
I had a VIP customer today. My employees did not serve him, even though I waited for a while, I had to do it manually. But the VIPs get served before you even open the restaurant, so it may be different for the noisy customer.
So I've just completed the noisy customer mission which unlocks the fish farm.
Once he'd turned up I went to the restaurant and spoke to him. I already upgraded to Gold rank and researched the Moray Eel Curry recipe. I had all the ingredients for it except for the Eel itself.
As this customer unlocks night fishing, that's the only time you can catch a Moray Eel. I headed out at night (despite this night was set up to be a Tuna party). I got lucky and the Sleepy Toy Hammer was in a box nearby. I managed to capture 2 Moray Eels of 3 star rating with it. Once I caught the second I headed back to the boat, then to the restaurant.
I added 2 of the Moray Eel dishes to the menu, then sorted out the Tuna menu for the party. Once opened the very first dish prepared was the Moray Eel curry for the noisy customer. I picked it up myself and served it to him which triggered the cutscene.
Reporting who? Perhaps the context that you're missing and that Steam mods have is that OP was openly and incredibly hostile to anyone who didn't answer in whatever precise manner he demanded, to the point that he ate a temp ban and the Steam mods deleted those messages.
But Onyx didn't do anything bad lmao.
