My review. The only justification I see is licensing fees and if that is the case then they can just make the dlc $5-10, or use the money they made pressuring people to buy the game. My friends have warned me about this company for so long and I have finally seen why.

Copyright infringement? No, that can in fact be a crime in both the US and in Japan.
Using intellectual property in a way not permitted by its license, or enabling IP to be used in such a way, could indeed be copyright infringement. The content is not bundled as part of the game, since it's separate downloadable content. And in fact, for people who now weren't able to acquire the DLC during its availability period, it will never be downloadable.
Even if it was, circumventing DRM is copyright infringement in Japan (where Toho Company is based). Even US copyright law doesn't currently tolerate circumventing DRM.
edit: And even if the cost wrt the DLC to us players was free, that does not diminish Toho Company's IP rights. They surely did not allow Mintrocket to use Godzilla for free.
