There seems to be some slight weighting toward more 3 stars if you start from a 3 star pair, but it's certainly not required. Keep in mind what is put in the fish farm is roe, not live fish, so the quality of your catches in a dive don't matter.
For the fish farm, I'd say don't obsess over it, it's there as a nice supplement to your usual diving.
2 2 star fish breeding can make a 3 star fish.
2 3 star fish breeding can make a 2 star fish.
I normally keep as many 3 stars as I see appropriate for breeding as I think the chances for 3 star offspring is better when using 3 star fish.
So in general over time the tanks will trend towards being mainly 3 stars if you want to make it that way.
You have some impressive RNG then, because I've always seen the same thing as Turtle. I have however seen 2 star fishes in the farm result from 3 star catches, so I disagree on the roe quality part.
