Not to rain on your parade even more but they don't have a source for that claim (ie the devs saying so) and Gematsu isn't a trusted site for actual facts.
May still be true but you seem to be jumping the gun.

As for IGN they posted the trailer with no info because there is none available from the devs.
As for PCGamer they posted an article saying they have no clue any details on the update, dlc, expansion, etc.

Edit: As said below there is zero evidence its coming to PC even in that PCGamer article. Wait for word from the devs before making claims.

I feel that if it was PS exclusive it would be annunciated as something like "Dave coming to PS with exclusive free DLC!", and I really hope that it come to steam, that said, maybe it would be better to wait for confirmation.

Usually that isn’t the case from state of play sometime they show games or dlc that is coming to PlayStation and sometimes it also comes to Xbox or pc.
