If you haven't unlocked the ability to unlock any weapon upgrades at all, just save scum for the toy hammer. This area will only be difficult for a small portion of the game, for the most part you just want to get gold on every fish here, and make sure to have 2 of each species whenever you unlock the fish farm. Since you waste a third of the night's profits doing this, it's only practical for the short time that you first unlock it before events start to cause expensive fish to appear in the blue hole shallows.
