1. It has a lot of style. The art is really nice and there are these large, stylish animations that happen whenever you do certain things like upgrade a recipe. It adds a lot of character to the game and while it's ultimately irrelevant to the gameplay it gives the game the feeling that the developers were really pouring their heart into the design. Same with the dialogue. It's silly and playful and doesn't take itself too seriously and I think people enjoy that.
2. There are a lot of systems to keep people playing and chasing the goals which people seem to love. The main gameplay loop is what you described but there is also picture taking, story-centric missions, eco focused missions, hiring employees and expanding your franchise, special food requests, boss enemies, weapon upgrades, minigames, a social media type progression, upgrading recipes etc.
It gives the player a lot to do so you're constantly engaged and chasing the next thing.
I don't think this game is breaking any ground, it's basically like Rune Factory or Reccetear with a Tapper style minigame slapped on, but all of the things it does are fully fleshed out and give the player a lot of sense of progression and that seems to get its hooks in people these days.
You are wrong, you should first upgrade your diving gear, then your sushi bar - at least the recipes.
Ah and dont forget that you are playing the story and doing missions for the characters.
Ah and dont forget some achievement/100% hunting.
But hey, EVERY game has some loop to follow. There is literally no game on this planet where you do not the same after a while again and again.
