How to escape the control room post-endgame?

If you enter the control room and go to the lower right there is a geyser that forces you up to the other side of the map and you can't return through it, even with a scooter. There is a puzzle to allow you back another way but it doesn't get triggered post-endgame, the lever to open the doorway cannot be held down by anything (at least that I can find). Am I missing something or is this a bug?

There's a snail that you can drop on the geyser to block it.
