In cooksta ranks, I am at platinum right now. I always get rank 1 employees, be it tv or internet ad, all 3 or 4 are always rank 1. In my main restaurant and branch, I have all employees ranked up to Rank 7. Also, isn't increasing the rating of your restaurants tied with increased operational cost every night? I shall give it more trys, but had a question, should we hire all employees which we are getting through ads, so that I get raptor at the end?
Ranks are what level your cooksta ranking needs to be at before they will show up in the hiring pool. So if you are at bronze then you will only be able to get a small select few when you do a flyer ad. If you do an internet ad, you will get any who are considered bronze, silver, and gold (and maybe platinum). No, there is no list of which employees are in which group.
So for example if Raptor is considered a Platinum rank, then you will never see him until you either reach platinum and do flyer ads or you do internet ads and get lucky. If you don't see him, rank up your cooksta and try some more.
Also, imo if you already have the branch, then you should be making more than enough to rank all the way up and hire everyone (send the extras out on dispatch).
Lastly, luck is key. I got raptor decently early, but it took all the way to the very last hire before it gave me El Nino, and I did contant internet ads every night for a week or two until I finally gave in and just hired everyone.
I didn't bother skipping any NPC. In the beginning it doesn't really matter who you hire. I just ran an ad, hired all available ppl und repeat. You will make so much more money if you send all those npcs gathering resources and then use that to upgrade high rank recipes. I had around 2k staff cost after hiring all of them (didn't level those I didn't use at the restaurant).
That amount is easily made up by recipes using gatherable ingredients.
