where's the steel net gun?

There's a lot of comments here about using the level-four net gun, aka the steel net gun. However, in my game, Duff's weapon shop only goes up to level three, large net gun.

What am I missing here?

Eventually the armory in the sea people village opens up, and you can level weapons even further than Duff's initial set.

ah thanks. I helped the blacksmith, but his shop hasn't opened yet. The various online resources for weapons don't seem to mention that.

Well it is for courtesy reasons since telling where to get it literally spoils a good chunk of the story. As long as you do your side quests along w the main mission, you would unlock him and get the upgrade unlock.

how do you level your gun up like to level 2-20 i need help as they say it is temporary but i have seen creators with a high level gun

to lvl up your gun you need to find gun enhancement kits in weapon crates.
or you find a higher lvl gun in a weapon crate.
Otherwise you always start with a lvl 1 gun.

Im not yet done with the game, it could be that post game you can upgrade the starting lvl of the gun.

Level 4 is the max gun level, and they come from boxes, or sometimes you can buy +1 upgrade from the boat shop. But you dont need to worry about the level of guns really. Upgrading makes them all strong enough to take out anything at lvl1. Lvl 20 etc guns dont exist in the game.

same is happening here duffs shop upgrades for the net gun only goes up to the third tier which is the large net gun and does not show the steel net gun

Progress the main story further. At some point Dave will ask Duff about weapon upgrades which will unlock the final tier of upgrades.
