How to move employees from Kitchen to Dining Area or even Waiting room?

Sorry if this has been asked before but i can't figure for the life of me how to swap kitchen staff to dining area, vicer versa or even to the waiting room?

I basically have two in the kitchen and want to move one to the dining room but can't seem to figure out how to do it.

use the swap function to move them into the waiting room first, I think.

Remove sends them to the waiting room. Then can select open spot.
