White Seahorse 601 - 404 not found

I finished the main story 10 ingame days ago and desperatly dived every single possible time and searched EVERYWHERE.
Still, no white seahorse to be found. Is this a bug or a punishmentgame from the Devs?

I found it in the glacial passage while doing the quest to open it up.

I've consistently (but not always, sometimes replaced with Lined seahorse) found white seahorses in the Depths, in the Underwater Lake cave, in the last section with the frilled shark.

Underwater lake is where I found mine as well.

Found the devil at 209m, on the far left side of the map, after a few explosive jellyfish.
