I don't find the last artefact
Did u find the last artefact to get the ecobag by ecowatcher quest ?

If you mean the jade pedestal, that can occasionally spawn in the third glacial cave.

No the last Cave before the Control Room on the bottom right, the one where you go with Suwan.
But it dosnt spawn every dive, just keep checking it everytime you down there.

Yes its in the bottom right of the glacial area where you do the co-cop puzzle. you have to go all the way to the right again and then swim up in the last room on the topright it spawned for me after checking ~10 times. Incidentally that was also where I found Mjölnir
