I don't know for sure which is best, but the rifle have been working for me, since it has more ammo.
50 flat damage + 10 poison every 0.8s for 7s - which if my maths is correct is 137.5
In real terms it'll 3 shot any shark and 2 shot most of them.
Ends up 13 ammo with 30% chance to instant kill ANY enemy aside of boss.
Best for capturing is either the full upgraded net if you are hunting small/medium size stuff OR the hush gun if you plan to use the submarine capture of large creatures.
If you need help with boss then likely flame triple-penta axel when shooting pointblank.
With enough air upgrades you just take a hit from boss and use the invulnerability time to destroy it with flame shotgun regardless of it's mechanics.
I made a penta axyl or whatever it's called, the normal shotgun at max level and killed Klaus with it (arguably the toughest boss maybe).
But he wasn't even really strong enough to warrant building a max level weapon.
If I had to do it again, I'd do the rifle with fire damage. Rifle is a nice balance between range, ammo, and damage if you ever want to kill something easily.
If you're playing on Steam Deck where aiming can feel a little more finicky at times, the fully upgraded sniper rifle (death sniper rifle) feels decent. It's definitely worse overall than the death rifle, but it can OHKO before an enemy even notices you from nearly off screen.
If you care a lot about 3 starring everything right away, the net gun path is decent (though honestly you can just find tranq harpoon upgrades, so I never really liked the net gun unless you're trying to RP some kind of pacifist run)
The tranq triple axel is a great gun overall if you want something that is just strong overall and has a pretty high chance of sleeping big sharks and stuff.
I've never fully upgraded the ice gun, so I'm curious how that performs maxed out.
The sticky bomb gun for how hard it was to find is pretty trash though. The damage is just so low I don't understand why anyone would ever use it compared to just the sniper rifle. At max level it deals 58 damage at 7 range with a mag size of 7. Other than for taking out a big school of small fish, I'm not sure why I would ever want this over just the death rifle.
The last thing I'll point out is that basically you should pick whatever weapon you enjoy the most because the harpoon tip system ensures that you'll always, at least occasionally, basically be able to get the benefits of weapon paths you didn't go down. You can find tranq tips, freeze tips, lightning AoE tips, etc.
