If this isn't a bug... yeah, try spacebar and WASD to move to the back of the boat.
Tip - when you die and restart the fight the weapon chest in the bottom of the arena can have different stuff each reload. Once it was an upgrade mod to my gun, another round it was a sniper rifle. Maybe will help to get thru it.
For those worried, plan ahead, craft some guns, swim around in case you get lucky with upgrades from boxes and just give it a go since you have the option to bail out of this fight if it's too much. Practice on tiger sharks and thresher sharks to get your shark killing confidence up.
I think this is why most people that used sniper rifles seem to have had less of an issue killing him, as they didn't get close as often. If you get close, you're toast!

For the most part, bosses in this game seem to be built with the principle that you have some space to mess up, and that you can beat them only with what's available in the boss room, as long as you're paying any attention at all. Not so with this one. You're kind of boned if you don't bring in consumables and/or an upgraded gun. There's basically no space for errors, and you need to get lucky on top of that.
The best advice I can give is similar to what tadosaur said above:
- Try to bait the charge attack by staying far away, since it's the only reliably dodgeable and punishable move he has.
- Once he charges, swim under him and get behind him. You want him to do the animation where he turns around in place - If he just rotates around to track you, there is a large risk of taking contact damage, and you can't make distance as effectively since he will launch his next attack sooner.
- If you're stuck using a gun that isn't the sniper rifle, only shoot at him when he's stuck in an animation and you're certain that you have time to make distance. If you're unsure, just use the time to swim away and bait the next charge. With the underwater rifle, you can just barely hit him at max range, and he'll still be far enough away that he'll charge you relatively consistently.
- If you have the dash charm or a scooter, you can get away with some risky plays. If you're stuck with baseline dashing, you need to be near flawless with your movement.
- Once he starts swimming to one end of the chamber to do the vortex attack, get some hits in if you're well positioned to do so, or just make distance/gather supplies/health if you're not.
- Note that in the vortex attack, the first vortex always hits the top line of the chamber, while the second one is aimed at your position. So stay low, and you'll only really need to worry about two out of four. In phase 2, they're all aimed at you.
- Sometimes, his AI breaks if you're at the bottom of the chamber, especially if you're inside any of the objects on the floor. It's not very consistent, but if you get it, he'll move toward you very slowly without attacking, and it's essentially a chance to get free hits on him. But, you'll have nowhere to go once he does get close, so it's best if you have some health to tank hits with, or you can do enough damage to get him to transition phases or go into the vortex attack.
- You can spawn in extra ammo pickups by baiting him into breaking the objects on the floor.
