Glacial zone has the Leafydragon and Weedydragon (something like that) - both can win the S tier races. Once you progress the story there you will have a stable of 20 rank 8 seahorses in no time.

EDIT: I found the one in the hyperthermal zone, and it's a rank 9 Ruby Seadragon.
