Report a translation problem
The Beluga is on its own. You don't have to break anything for it. You just find it in the ice maze, though clearly from my experiences it doesn't always spawn. But one time I reloaded, and just bam, there's the Beluga lying in the hallway out of nowhere.
You finish that quest, and when you return to the Sea People, you find out a baby MANATEE has also gotten lost in the Glacial Area. That totally not conspicuous pit with broken ice down at the bottom? That's where the Manatee is, and only when you have the quest for the Manatee do the ice boulders spawn in order to break the ice.
