I caught 2 while swimming at 50-130m and i wasn't even near the shipwreck. So i guess it's random if they spawn.
I've completed and retired the game and still failed to ever see that seahorse.
Is that the real answer?!? It has to be raining???
No, there aren't any fish affected by rain. Also, fish are either day or night, morning/afternoon doesn't matter either.
Sometimes you can just go a really long time being unlucky.
