When can I upgrade to steel netgun?

hello there,
I have progressed to the point where i got the mirror.
The steel netgun is not shown in my upgrade menu..only the large netgun.
At which point am I able to get this upgrade?

It unlocks later in the story. It's in an additional upgrade tier. I believe Chapter 6. (Might show up earlier but you won't have the materials until then).
