Water Walking potion?

I was told in my twitch chat that there is a water walking potion by the overturned car behind the pink rocks but when I went there earlier and collected everything, it wasnt there. I even restarted the game, nada. I dont think they were lying, because there is a book in the water I cant reach with my broom. Any ideas? Is it really a thing?
