I as well can not produce steel plants at -6500 operational reserve, and there is no way to receive additional operational reserve. Building residential buildings takes forever, and even then rebuilds the operational reserve not even noticable.
- i can not produce iron
- i can not produce a steel plant
- i can not produce rifles and ammo
- i can not produce any vehicles

I repeat my request to the devs. Superheroes like Nomad and RikoshetGames can play with the suggested "north korea" button, certainly this is a challenge and a lot of fun.
The point is not in the superheroism of individual players, but in the fact that the campaign is designed for a leisurely passage, and not a blitzkrieg. In 1.5 years you have captured everyone except 2 islands, but optimally in 1.5 years you can defeat a maximum of 2 of your opponents.
- i can not avoid conquering many cities, as i am a german and traditionaly like invading peaceful neighbor countries by Blitzkrieg. These cities deplete my operational reserve, resulting in starving population and negative production efficiency
- residential building bring close not nothing for resolving that and are 100 x too slow
- at least let us deconstruct EVERY building in a city, not just some
- let us hand over cities to other nations as a gift at least, so we can get rid of the operational reserve block from these
