Unlocking the locked research assets

I was wondering about these aircraft/naval assets that have a locked icon over them like the B-2, or the LCAC1, although the timers under them are (VERY) slowly going down, I was wondering what I can do to make it go faster? I can't find anything on or relating to this, Thanks!

Hey InsaneGamer! ive recently found out that research centers were removed and instead the option to boost research time resides in the Politics Menu under Civil Laws. The "Long Term Planning" Law allows for the speed of adaptation for Armored Vehicles and Small Arms!
