Does weapon choice and modifications really matter?
Aside from logistical practicality, which is by far my biggest factor on if I produce a weapon or not, will the AI troops under my command actually benefit from upgraded weapons? For example; If I equip a squad with the M416, will they perform better than a squad equipped with the M4A1? Also, will AI troops benefit from me adding optics to their weapons, or is that just for the player? What about compensators? Or if I give some of them a rifle with a long-range scope, will they actually be better at shooting long distance?

Also, is their a difference in adding weapon modifications in the squad editor vs. adding them using the weapon editor in the research tab?

Optics increase range for AI from what I understand. Some weapons may have greater accuracy and range as well. I tend to stick to the FN FAL, FN SCAR and M14 as they all use hard hitting 7.62x51mm and it simplifies my logistics by not having 5.56x45mm. 7.62mm weapons also tend to have greater range.

I do this too when playing a capitalist country. However, there isn't a good equivalent for the communist tech tree, is there? No assault rifles in 7.62x54. I wonder if it would be effective to arm everyone with SVDs.

I (and apparently other people) find the late game logistics rodeo frustrating enough that we like to reduce the number of calibers used by our squads. The whole point of using a 7.62x54 infantry weapon is that you already have to supply 7.62x54 for vehicle coax. 9x39 is cool, but it's another variety of round in the pipeline.

I can confirm SVD's and AKM's are effective for the fight on the communist side = ~)

Sure they are, but again, that's not what I'm talking about. I'm wondering if PURE SVD is viable, because I want a communist infantry squad that uses ONLY 7.62x54, in the same way that a SCAR + M14 + FAL + L96 squad on the capitalist side can use only 7.62x51.
