I actually have the same thing going on with the TOS-1. Either in map view, bingos, or tank gunsight, the cursor will change to a target cursor, but instead of firing from its position it will move the location and immediately get gangbanged by RPG’s.
My feedback would be you need better tutorials and better UI explainations in the future.

I have tried exactly this method. I have HIMARS, it is on number 7, I use binoculars and press number 7 to select HIMARS. The only thing this lets me do is "move to", the "attack" option never comes up. It has full ammunition. I will try and take a video myself.
It would really help if the attack and move to options were seperated to seperate options / or keybinds to help resolve this. It seems to want to flick between "move to" and "attack" pretty rapidly depending on the position of the enemy. If the enemy moves a little while you select "attack" and sometimes it changes to "move to".
Attack also often comes up when you can't even see an enemy in the binoculars and other times you aim straight on enemies and the only option you get is "move to".
I'd highly reccomend splitting these 2 options to seperate keybinds or controls. Or it would also help if the attack option for these was able to force the attack on a section of ground like helicopters and jets can.
Theres a huge difference between wanting your artillery to try and run over the enemy with your wheels compared to firing your missiles from max distance... lol. The options shouldn't be on the same thing and subject to misclicks or enemy position change, they are polar opposites and weird to have the options for both changing rapidly when trying to target something and any misclick or positional change causes artillery to start driving at the enemy point blank, is kinda annoying. It doesn't help that the controls for this are really jank and can never seem to make up it's mind if it wants to move or attack.
I hope you take this into consideration as this game is great and has a ton of potential.
