Each level is tied to an achievement. So, to unlock all levels, you need those 7 achievements.

If you want to unlock them without playing, you could try editing the settings.storage file, although it's a binary file so you have to be careful what you do. Or you can use some tool that can unlock all achievements in Steam games, I think there's an open source program called SteamAchievementManager, but I never used it myself so YMMV.

If you do decide to edit the settings.storage, the value of achievements0 needs to be a number with 7 lowest bits set. So, 127 or 255. If you have more than 3 digits there, you might want to use 1151 or 16511. If you have less than 3 digits, you need to use some other approach.
