If you have crossplay enabled, then yes.
As for matchmaking being dead, yea, if you are a rank 1 player,
I can see that being an issue. I have reached max rank, so it's no issue for me,
as long as there's players at all.

majority of players are on console even at launch most players were not on pc use either america or Asia for servers no one else plays on Europe servers
