When I loaded it, I had the beta installed still and it worked just fine.

I heard u needed to keep the beta installed for it to pick up the data transfer under options > network.

Since you are on steam deck, each game/app gets it's own compdata folder created for said game ID, both the open network test and full game have different compdata folders, you would have to go into the compdata folder for the open network test before uninstalling the test (DO NOT UNINSTALL THE TEST OR SAVE WILL GO), and then move the save file from the Open Network Test compdata to the full game compdata folder.

The issue comes from the Open Network Test save not being recognized by steamcloud, so it doesn't move to the full game compdata folder.

Normally your safe game didn't get deleted when you uninstall the game. Games save their save files in a complete other path as the game itself is installed. Only bad games do this still today, but FD is not one of it. It saves the save files in AppData on C:\ where Windows is installed.

C:\Users\<YouUsername>\AppData\Local\SAOFD\Saved

I'm not sure, but I see the same file structure on other Unreal Engine games, so I guess that is the default behavior on any UE game.
