I was able to "fill container" when clicking a gas pump. You can also directly fill the gas tank by finding the fuel door on your vehicle if it's next to a gas pump.

The fuel door is not visible but try pointing the mouse just next to the driver side door. The menu list will change if you point it to the correct spot.

Remove fuel tank from a vehicle with fuel. Go to your fuel door on your vehicle, open inventory, find fuel tank, will give command to pour it in your tank. Drop empty fuel tank if low condition.
