Can't hire non-fanatic peasants as warriors

The help for 'Warriors' says: "Only unhappy peasants are unavailable for hire as warriors", but no non-fanatic peasants show up on the hiring page. I have many peasants who are non-fanatics, and either happy or neutral.
Does anyone know of a workaround, or do I have to use mercenaries for now?

I should mention I don't have filters on when hiring, so it's not that

This may be a typo in the tutorial. It's been quite a while since I played the game (I'm just waiting for a bit more, it definitely goes in the right direction), but as I remember it, you can only recruit mercenaries, prisoners, fanatics (if your ruler is a saint), loyalists and unhappy peasants (as they seek better living conditions as a soldier while risking their lives).

I may misremember this one, though.
