how to create my own alliance/I am the head?

I want to be the head of alliance but it seems I can't do that by joining other alliance, then how do i create my own? can't find the options, please help.

Click on another kingdom on the map to interact with its leader. Choose "Politics." The first option should be "Invite to Alliance." If they won't accept, a tooltip will tell you why not.

Correct me if i`m wrong, but i think you can only invite someone who isn´t in an allliance yet. So you should have to force them into a neutral state and ask them then to join your alliance afterwards. You could also befriend someone and then incite a fight with a bordering country through intrigue, so they break their alliance.
