If you're looking at your inventory and are seeing a +number underneath the other number, those are things in storage in your crafting buildings that have yet to be deposited into a warehouse, they're likely waiting until the whole order is done (for this reason I like doing multiple orders of smaller amounts of food to keep things being sent out regularly, otherwise I might have to wait 2 or 3 days for an order of 100 Flour to be delivered).
I believe there's a bug somewhere or mechanic I'm not understanding where not enough stuff in the tavern is being stocked. I'm currently sitting on 200+ beer and a large amount of flavorful ale, and my prices/wages are such that everyone should be able to pay for food every day and beer every second day, but 80% of my population is suffering from fatigue for some reason.

Maybe try building a second tavern? And make sure you have unlimited drinks and they're affordable of course
