They won't take time to drink if they are too busy. Still possible its a bug, but remove some of their responsibilities and see if they correct themselves. Had it happen once when I replaced a lord who died with a less skilled lord, ended up wanting to work himself to death instead of taking care of himself.
The prioritization and scheduling is bizarre in itself. Lords will only inspect during work hours, but will educate & learn until they faint. What's worse is educate takes highest priority for some reason. So they will educate instead of inspecting during work hours. Obviously the work around is cancel educate until inspections are done, but having to do that everyday is just obnoxious micro. Needs a fix sooner than later.
I didn't realize dice restored rest though, so that's good to know.
Check the Dynasty Tab to see if any of your Lords are prohibited from Consuming Alcohol.
If so, just click to the red-x and clear it to allow them to Drink/Consume Alcohol.

Glad it worked out. They can also restore rest through any of the silly little things they do in the hall when they are not given a specific task to complete ("reading poetry," "contemplating the future" or whatever). But it's slower than booze and you can't order them to do it, it's only done autonomously. Cancelling all their ongoing tasks will allow them to decide to do these things autonomously and get some rest back, if their mood is really dire and it isn't beer o'clock yet.
